Joe was born in Midland, TX and attended school in Uvalde, the place he called home. His high school years were among his best as he was Captain of the football team, Eagle Scout - and King of the Prom! In 1973, Joe obtained a Doctorate in Jurisprudence from the University of Houston.

His career at IRS and US Treasury spanned over 35 years and Joe traveled to over 50 countries, specialising in tax administrative laws. Joe worked as tax attaché in Ottawa then in Bonn, Germany. Upon retirement, he lived in Moscow, Russia, for two years, then moved back to the United States.

He leaves behind his wife of 37 years, Louise Bélanger, two sons, Jason (Erika) in Austin TX, Heath (Dania) in Houston, TX and a daughter Geneviève (Michel) in Ottawa. Grieving for their Opa are seven grandchildren: Maya, Lily, Hunter, Ryleigh, Wyatt, Tristan and Xavier. His devoted sister Bettye always kept in touch wherever Joe lived, also making sure to keep him abreast of all the latest Uvalde news! He will be missed by his many friends, niece and ex-wife Diann Chaney.

Joe Hook always had many stories to tell and he loved sharing them, always slowly, sometimes repeatedly! He returned to Ottawa in 2019 after being diagnosed with Parkinsons disease and Lewy Bodies dementia. He and Louise made a new group of friends at Boxing 4 Health where he trained in a program for sufferers of Parkinsons.

On the day of his 82nd birthday in 2023, he moved to the memory care unit at Riverpath Retirement community near his condo.

No obituary would be complete without mentioning Joe's love of food, especially of Mexican dishes. He could remember the names of towns he had visited by the food he had eaten locally.

A memorial service will held in his honour on Monday, March 24th at 2pm, at the Funeral Co-operativeof Ottawa, 419 St-Laurent Blvd. In lieu of flowers, please donate to Parkinsons Canada or to a charity of your choice, or make someone’s day by giving them a Joe Hook smile.
